PetroChina has established a research and development system with supporting specialties, complete subjects, and strong technological power. The management and the scientific and technological information committee make up the level of decision-making; the science and technology management department of the headquarters, the scientific and technological information office of the special companies and the technology development offices of the regional companies are responsible for the management of the scientific and technological activities of individual company; 3 research institutes of the headquarters, 47 regional research institutes and the related key laboratories and experimental bases build up the organization system of research and development. By December 31st, 2006, the number of personnel engaged in research and development has hit 17,737.

The Company focuses on establishing a guarantee system for scientific and technological innovation. It had developed regulations related to science and technology planning, project management, scientific research funds, intellectual property and award management, and implementation rules on project management; it had initially formed a planning and contract management system, with the project management as the core, and completely matching specialized management of the full process of the investment input, implementation and achievement output of science and technology. Meanwhile, the Company has increased the scientific and technological investment, attached great importance on the scientific and technological breakthroughs in the major fields, and established multi-level scientific and technological project system.

To stimulate the technical personnel, the Company enhances its rewards for the excellent technological talents and achievements, improves the reform of remuneration system for the scientific and technological personnel, and improves the assessment methods for research and development personnel, establishes special rewards, such as the annual technology innovation reward, the reward to advanced scientific and technological personnel, the reward to excellent project managers, and the reward to advanced groups and personnel on intellectual property; the subordinate scientific research units has established many stimulation systems, including the scientific and technological star, the academic leader or technical expert in the region and the factory.

In accordance with the development strategy and the 11th Five-Year Plan, the Company will exert itself to improve its self-innovation capability, and regard improving self-innovation capacity as the crucial link for transforming the economic development mode and the strong motive force for promoting the Company’s development.
