| | | | |  | | | In 2008, guided by the concept of scientific development under the corporate policy of "Energize, Harmonize, Realize" and in facing the devastating impact of continuously cold weather, rain and snow storms, frost in Southern China, the severe earthquake in Wenchuan and the global financial crisis, we actively responded to changes, overcame various challenges and worked to our best to deliver good performance. As a result, we have thoroughly fulfilled our economic, environmental and social responsibilities and maintained rapid and steady development of our principal operations.
To secure steady oil and gas supply is our primary task in fulfilling our social responsibility. We vigorously implemented our strategies related to resources, market and internationalization, and we persistently improved our capability to maintain steady supply of oil and gas. We have made a series of significant achievements in terms of domestic oil and gas exploration. In addition, a new round of maximum expansion of oil and gas reserves has marked a good start. Secondary development of mature oilfields and the efficient integrated development of new oilfields were promoted in an orderly manner. The initiatives have resulted in the steady growth of crude oil production. Refining and chemical enterprises optimized their production structure, which was operated in a scientific manner and was designed to actively promote the construction of key projects, with crude oil processing and production of refined products reaching a historically high level. By duly adjusting the strategies in the marketing of refined products and by adopting every possible means to raise resources and increase sales, we continuously improved our capability to respond to market fluctuations. Coordinated promotion was achieved in gas field development, pipeline construction and expansion of downstream markets, which led to rapid growth in terms of the production and marketing of natural gas and guaranteed the demands for natural gas in major cities and key industrial users were met. During the special periods of the spate of huge natural disasters, farming periods in spring and summer and during the Beijing Olympic Games, we fulfilled our responsibility to ensure a stable market and supply. In particular, after the devastating Wenchuan earthquake, we activated our emergency response plan immediately to identify and eliminate potential hazards. To resume the oil and gas production and supply in the earthquake-stricken area, we distributed and transported 1.038 million tons of refined products to Sichuan Province within two months through pipelines or via highway, railway and waters, thus hitting a historical high compared with the same period of previous years and ensuring the oil and gas supply for emergency service and disaster relief as well as domestic consumption.
Safe, economical and clean development is the only way that leads us to achieve sustainable development. We continued the “Foundation Year of Safety and Environmental Protection” campaign and strictly implemented an accountability system for safety and environmental protection. We vigorously rectified potential hazards that threatened work safety and environment, and focused on the implementation of the Six Prohibitions for Anti-violations. Besides, we accelerated the implementation of 10 energy-saving projects, 10 pollutants reduction projects and recycling economy pilot projects, and made relentless efforts to promote the building of resource-conservative and environment-friendly enterprises. In particular, we successfully accomplished the key projects as part of the air quality guarantee plan for the Olympics and Paralympic Games held in Beijing and contributed to the successful hosting of the green Olympics. We continuously stepped up investment in social welfare activities by actively participating in poverty relief and educational promotion and serving the Olympic Games and public utilities construction. In particular, after Southern China suffered from continuously cold weather, rain and snow storms, frost and after Wenchuan was struck by the severe earthquake, we showed our sincere care to the people in the disaster areas by offering emergency rescue and assistance and making immediate donations. Our efforts were widely praised by governments as well as various sectors of the society.
In 2009, we may be faced with the biggest challenge ever in our development. The persistently low international crude oil prices and the unprecedented uncertainties and unexpected risks in external environment all posed great challenges to our operation. However, globalization trend has not changed and the fundamentals of the economic development of China remain the same. The fundamentals of the sustainable development of PetroChina will also remain unchanged. The difficulties we are facing now are only those in our development and we still embrace significant strategic opportunities for development with our integrated strength and the ability to achieve sustainable development. Guided by the principles of scientific development and following the strategies related to resources, market and internationalization, we will uphold our strong belief and overcome difficulties by turning the pressure into motivation and the challenges into opportunities so as to maintain the steady and rapid development and ensure oil and gas supply through steady operations and maximize returns to the society through sound business performance. |
